Scope:
Wood Group PSN (WGPSN), formerly Tartan Engineering Ltd., is a major, independent international service contractor to oil, gas and other process industries.  PSN provides Brownfield and Greenfield services including project management, engineering, construction management, commissioning, operations, and maintenance. Growth in our Western Canadian operations has facilitated the need to grow our regulatory division. The Regulatory Technician shall determine and review the latest federal and provincial (Alberta, British Columbia, Saskatchewan, Manitoba) regulatory requirements and prepare and submit compliant applications on behalf of PSN projects and client requirements to ensure minimum project delays.

JOB OBJECTIVES:

Principle objectives of the Quality Advisor consist of, but are not limited to:
. Determine and review the provincial and federal regulations and requirements for applications and discuss with Project Managers.
. Prepare and submit compliant pipeline and facility regulatory applications on behalf of PSN's clients for all energy development projects in Alberta, B.C. and Saskatchewan.
. Assist PSN or client project engineering staff with permit applications, checking for accuracy and full regulatory compliance.
. Support PSN policies pertaining to methods, procedures, records, reports, and conduct.
. Increase and broaden knowledge and understanding of regulatory requirements and how they apply to PSN projects.

JOB RESPONSIBILITIES:

. Collect and assemble all application audit documentation and orderly file for the project and client files or regulatory audit submission.
. Discussions with regulatory agency staff for interpretations, guidance or any other assistance to ensure PSN's regulatory knowledge base is up-to-date.
. Ensure applications are submitted on schedule for the proper agency review time and approved on schedule for project construction.
. Assist in organizing PSN's regulatory and environmental library in areas such as government correspondence, industry standards and practices, and engineering design and construction codes.
. Ensure latest editions of documents are available.
. Review weekly work load report to advise Regulatory Manager of potential staffing needs.
. Maintain an effective and ongoing relationship and open dialogue with Project Managers and Project Engineers to ensure regulatory inquiries are thoroughly dealt with.
. Assist with developing and updating a handbook of PSN regulatory procedures for each type of permit requirement.
. Provide assistance developing a handbook of PSN design and construction practices incorporating regulations and requirements relevant to typical energy projects.
. Remain current with oil and gas legislation, environmental regulations, public expectations and regulatory requirements; attend where required applicable seminars or courses and ensure relevant updates are passed on to all regulatory and engineering staff, as required.
. Update the Regulatory Database of projects, clients and permits submitted.
. Complete any agreed tasks assigned by the Regulatory Manager.
 
JOB QUALIFICATIONS:


. 2 - 5 years regulatory experience in western Canada
. Post secondary degree or technical diploma in related field
. Excellent English written and oral communication skills
. Excellent interpersonal skills
. Western Canadian Oil and Gas industry experience considered an asset
